Tuesday 28 July 2026 — Rwanda’s Cabinet has approved the Rwanda Food Innovation Ecosystem Strategy and the establishment of the Rwanda Food Innovation Partnership (RFIP), a national blueprint for transforming Rwanda’s food system that the consortium led by Vanguard Economics in collaboration with and Wageningen University and Research helped design in partnership with the Alliance for a Green Revolution in Africa (AGRA).

The ten-year national strategy (2026–2035) aims to position Rwanda as Africa’s leading destination for food systems innovation by 2035. This will be done by introducing clear, predictable pathways for approving novel food products for food innovators. The launch of this strategy also means the replacement of fragmented, sector-specific efforts with a deliberate, ecosystem-wide approach anchored in Vision 2050, NST2, and PSTA5.

The strategy focuses on four priority domains: 1) modern production technologies; 2) strengthening the middle of the value chain; 3) protein diversification; and 4) nutrition, health and biotech innovation. Transformation in these domains will be delivered through four flagship programmes covering policy reform, investment mobilisation, venture acceleration, and human capital. Early delivery will be anchored by a Food Innovation Regulatory Sandbox, giving innovators a time-bound route from testing to market, and a Food Innovation Investment Accelerator to attract international firms and grow Rwandan enterprises.

A new Rwanda Food Innovation Partnership (RFIP) will coordinate delivery of the programme. By 2035, the strategy targets US $20 million in food innovation capital mobilised annually, an additional US $100–150 million in yearly agri-export revenue, 20,000–30,000 youth jobs, and registration times cut from up to 180 days to under 60.

 

Vanguard Economics, in consortium with Wageningen University and Research, led the strategic design across three phases: setting the vision and evidence base, building the strategy, and translating it into an implementation-ready business plan through 2035. The work used a three-sprint methodology grounded in systems thinking and participatory design, with government, private sector, and research stakeholders engaged throughout.

With Cabinet approval secured, the strategy positions Rwanda to fast-track innovation in food systems through agile regulation, attract investment, create jobs, and strengthen food security and nutrition over the next decade.
